    The Basics
All items (the majority of which are weapons) are sorted into four types. These are normal, special, artifact and relic.

Normal items are pretty self-explanatory: normal items that do not possess any special power at all. Mechanical devices are not considered as "special powers". You can use jutsu that require a weapon with these items, but there cannot be jutsu specific to a certain normal item. Jutsu that channel chakra through a weapon require a special weapon, as well.

Special items permit the user access to some special abilities but have no powers of their own. These abilities have to be made separately as jutsu or another kind of custom character ability and they will take the slots they are supposed to. Seal scrolls (simple paper scrolls with items sealed inside them via jutsu, a common tool as they allow one to carry much more equipment while not being encumbered), explosive tags and similar items belong to this category, with the exception of not requiring a jutsu.

Artifacts, on the other hand, are items which have powers and abilities of their own, even if they require to be fed the user's chakra to work. An example of this would be a sword that is unexpectedly sharp and durable or one that has (or can have) a flaming aura. These powers can't be very strong, but they are independent of the character's own abilities and thus can significantly increase one's combat versatility.

Relics are much like artifacts, except much more powerful. That is about all that separates the two types.

    Obtaining Items

Obtaining items varies per type. Anyone can have any number of any normal item (as long as they can realistically carry them). Special items possess a few restrictions (except seal scrolls which have none). Not just anyone would be able to get their hands on some, but IC (in character) justification suffices, for example, being a chunin or jounin of a village.

Obtaining artifacts and relics is harder, though. In order to obtain them, you must do a quest topic. However what this really means is that you must train using a grading system and each artifact is 8 point Kinjutsu training meanwhile 10 points for relics.

To obtain another character's artifact, you have to first defeat them in battle, while to obtain a relic you have to kill the previous owner. Whoever beats the current master of an artifact may claim the title of its new master by taking said item soon after the battle and proclaiming it their own. For relics, whoever deals the death blow to the current master becomes the new master automatically.

In case an artifact or relic is separated from its master (is taken under any other conditions), it loses all its powers and becomes a normal item. It will only regain its powers once its master touches it again, regardless whether it is the current master or a new one.
